SIL achieves first for Mauritius Revenue Authority with SAP
Monday 19th April, 2010
SIL has achieved successful implementation of SAP-based Integrated Tax Administration Solution (ITAS) for Mauritius Revenue Authority (MRA). MySAPERP ECC 6.0 has been used for this solution that represents a first in SAP implantation in Mauritius and in the region, and a worldwide first in operational implementation of Enhancement Pack – Ehp4 of this SAP solution.
Implementation of Phase1 of ITAS was officially launched on March 15, 2010. Operations since that date have been fully satisfactory. Work is ongoing by SIL staff and IT personnel from MRA for deployment of Phase2 of the project. Phase2 is to be launched during last quarter, 2010.
ITAS brings to Mauritius Revenue Authority new tools for collecting, analysing and processing information regarding all categories of taxes (except those regarding Customs) in the Republic of Mauritius. The new SIL-developed and implemented system integrates databases from different departments of MRA, so as to enhance efficiency to the advantage of the revenue organisation and of taxpayers alike. Data at MRA is mainly stored and handled at departments dealing with Income Tax department, Value Added Tax (VAT) or Large Tax Payers. Data collected and processed by each department was confined to the system of each department prior to implementation of ITAS and sharing of such information between departments was cumbersome, time consuming and did not allow for automatic cross-matching. The ITAS sets up new databases after migration from the old system and it integrates the new databases as well as it provides tools for analysis from them, on a new SAP-powered system and through the LAN of MRA. The database systems are hosted in MRA offices in Port-Louis.
Phase1 has been implemented for several categories of tax and concerns only officers working at MRA. Phase2 will bring the advantages of ITAS to personal Income Tax and Corporate Income Tax as regards back office operations at MRA and it will also include launching of a web portal for taxpayers, to foster access to information and interaction for tax processes via Internet.
“ITAS is a first for SIL in implementing SAP solutions and it is a worldwide first for Ehp4 implementation. SAP is hence following closely this project. SIL is proud of this achievement in rolling out such a prime SAP solution. We have already demonstrated our expertise in Oracle, Sun, Cisco and IBM solutions, among others. Adding SAP to this list thanks to the ITAS project, confirms our capability in delivering high level solutions and confirms our capacity to reach out to the international market”, says Mr. Kemraz Mohee, General Manager of SIL.
Dr. Ashveen Kissoonah, Chairperson of SIL salutes the joint effort of the board of Directors, the management, the staff of SIL and the stakeholders who have worked together to steer this project through to successful completion. He is confident that this achievement will be another showcase for the region as have been many other projects such as the Integrated Financial Management Information System and the Registrar of Companies amongst others.
Mr. Sudhamo Lal, Director General of Mauritius Revenue Authority, views great potential in using ITAS. “The new system is an unquestionable necessity and is in line with our objectives of enhancing the services of MRA to the advantage of all in the country. It will certainly bring more efficiency to MRA, better service to taxpayers, and will foster a new work culture within our organisation. This system set up by SIL is also a showcase for MRA: thanks to ITAS and its state-of-the-art technology, our organisation is in the leading group of revenue authorities worldwide as regards new IT-based intelligent systems”, Mr. Sudhamo Lal.
Mr. Soobhash Sonah, Director of Information Systems for MRA, proudly welcomes implementation of ITAS. Working on such a state-of-the-art system has been a challenge, met with success by the IT team of MRA, with support from SIL staff, he says.
SIL has been awarded the contract for ITAS development and implementation following an international invitation to tender from the government of Mauritius.
