International Electoral Affairs Symposium 2010
“The Role of Technology in Raising Standards”

SIL participated as an exhibitor in the International Electoral Affairs Symposium 2010 at the Intercontinental Hotel in Balaclava. This symposium is a formal meeting held for the discussion of the work of Electoral Commissions, Electoral Administrators, Electoral Observer Missions, and others involved in the administration and supervision of the electoral process and is at the very heart of the democratic process throughout the world.

SIL presented its Electoral Information Management System (EIMS) to the select group of international delegates through a demo and close contact over the 2 day conference.

The EIMS provides an effective computerized electoral system to assist the Electoral Commissioner’s Office for the conduct of transparent, free and fair elections within a country.

The EIMS comprises different modules which include all the electoral processes covering Registration of Electors (definition of constituencies, maintenance of voters, compilation of electoral registers, etc), Maintenance of Election Details (registration of political parties and candidates, allocation of electors and ballot papers, recording of election results, etc.) and Selection and Enlistment of Staff for the elections (registration of applicants, recording of parameters for payment, generation of payroll, etc.).

Furthermore, the EIMS provides powerful and flexible query facilities to the Electoral Management. Accurate Electoral Rolls for each Polling Station, Ward and Constituency are also readily available.

Overall, the EIMS speeds up the operational efficiency of the electoral process, which in turn results in a more effective election.

The main theme of the event was “The Role of Technology in Raising Standards” and looked in some detail at the huge advances made / being made in Information Technology and of the importance which new technologies are now playing in the entire process of democratization and democratic legitimacy.

The Symposium was organized by the Centre for Parliamentary Studies who exists to promote effective policy making and good governance through better interaction between Parliament and other stakeholders in society. In order to achieve this they organized a range of conferences that address current public policy issues in the UK and on the international stage. The conferences provided a forum for policy discussion, debate and networking.
